Turns out that Nick Earl was talking about EA as a whole, not Visceral, as Game Informer managed to uncover: “EA confirmed with us that a new Command & Conquer title is indeed early in development, but that it was being handled by an Los Angeles-based team that reports to Earl in Redwood Shores, CA.”
So that’s that then. Cheers to all who pointed that out.

Open question: Will Tiberium Loremaster Samuel Bass be involved at all? I only ask because he’s entertaining & one interview could pretty well justify the project on it’s own.

I hope you are joking, because he pretty much screwed up the entire Tiberium storyline with his game that should not be mentioned. His doesn’t deserve his self-imposed title of “Loremaster”.
