my garden has tons of low spots, its annoying.
how can i even it out? Ive tried compost & sand a few times and it did help a little but there is still some nasty dips i am tempted to rip the whole thing up and start again

topsoil the whole thing.
Keep in mind that any topsoil or fill you add will settle a bit, so be sure to mound it up higher than where you'd like it. I just did some of the same thing when re-seeding my lawn last September.
Edit: And invest in a hard rake if you haven't already. Best tool for the job.

Just go at the thing with power tools. I've been living my whole life that way and it hasn't stopped working for me just yet.
