cheapest, lowest res hardware based capture machine suggestions

There are various capture cards and external hardware out there, but the quickest way to figure this out is to ask you wonderful people.

All I need is hardware to display a video feed to screen at say, 320x200 or less. Any ideas?
It doesn't need to actually capture jackdidly. :)
