I can confirm you can take out fortresses/outposts without worrying about them setting off the alarms, if you fly above their detection range ~120m or so.

So having finally got myself organised into getting a new PC some 8 months on... (in all fairness I did get married and change job in between) decided to go with the build it myself route.
My friend says thanks, and clarified part of the reason for a gaming laptop is he's away from home a lot and wants to game when he can.
