To me it looks more like a pre-historic Torchlight, where you get to build structures that spawn some troops. As you advance technologically, you get more control over your units.
I think the issue these consumers have is that more and more games use Steamworks as their DRM, so they're basically tied to your Steam account. It doesn't matter if they buy the game anywhere else...
