Generally, yes, unless it's an APK file from an Amazon App Store, which may or may not have DRM baked into it.
I don't know how long this offer will last, but the Humble store now has Tropico 3 available as a temporary freebie.

I generally agree with what's been said about CCleaner so far. It has a ton of options, and while I wouldn't recommend it to the average computer user, it's terrific if you know what you're doing.
