It's already confirmed that graphics cards all the way back to the Fermi architecture support DirectX 12. It doesn't require any new hardware or firmware, just the API and drivers.

The driver will absolutely let an app actually use the 0.5GB chunk of VRAM, and it absolutely has an effect on performance when that happens.
That situation is just quite rare with current games...
