It only applies automatically to units built in that city, but it can be purchased for other units via an icon at the edge of their unit portrait.
Before: no "pants". Exposed. Terribly vulnerable.
After: "pants". I FEEL SO MUCH SAFER.

A friend made the good point that with certain publishers (Blizzard, those using Steamworks), buying the disc gets you a digital copy, but not vice-versa.
