What I think they do is giving a card almost uniformly among the cards you don't have, and I think they are still tweaking what "almost uniformly" means.

I think that Steam are not giving cards with uniform probability.
During the beta, a duplicate was very rare for me. When it ended, it was pretty common, and now I get very few duplicates again...
The Prototypes were 66% off.
Also, a very long time age (I think Xmas 2009), for a very shot while, one could buy COD 1-5 for $30.
