Have you tied plugging in both the TV and your monitor to see if it is being detected at all by the new card? If so can you force a suitable resolution? Rinse and repeat for each DVI port.
Is this a clean install? No migration of user settings or anything like that? If you create a clean (new) user account and login with it do you still have problems?
Just to add, if you get to a point where you're pretty sure the system is booting OK but not showing anything on screen, consider installing tightvnc (or any other remote control prog) and set it up...
