No mention of New Vegas? The only NPC it would not let you kill was Yes Man; beyond him, anyone at any point is fair game. All without ever breaking the game.

I found quicksaving ruined the game, to a degree. You miss out by restarting after every mistake.

I found Project Nevada to be a little too much in-your-face about being a mod for my tastes. Either way, I personally enjoyed the frontier vibe New Vegas went for. FO3 is just FO1 all over again.
