Yep, artifacting - especially during POST - and a No Signal message from your monitor puts your GPU into high suspicion. Try the re-seat and cable unplug/plug in, but also check for dust build up on your video card. You can also try leaving your PC off for a while (at least 30 minutes) to let everything cool down, which is what re-seating/re-plugging/dusting your card and/or case (especially for dust) should give you. If you don't have any issues at boot-up, then start to get problems again after using your PC for any graphics-intensive stuff (video, games, etc.), it's almost certainly going to be the GPU.
Barring all of that, is your card still under warranty? It may be time for an RMA or replacement if none of the above makes a lick of difference.
