The way Mass Effect is setup makes it impossible to mod, unfortunately. It is a relic from it being developed for the Xbox 360 when it was first released. Basically, the game has its data stored in a set of .pcf files. If you want to modify the files, you will have to distribute the entire .pcf files, which are basically large parts of the game itself.
Besides, no one has even figured out how to even open the .pcf files or what to do with the content that is in them, thus making it rather difficult to do... anything. But basically: it was not build with modders in mind.
There are some mass effect 2 mods which focus on modifying a set of .ini files, but there's nothing on the scope of NWN or BG modding (or DA modding, but I have not immersed myself in that scene yet)
The only Mass Effect mods I've seen are texture hacks. There's one that rips Garrus's face from ME2 and puts it on ME1 Garrus (because of the low resolution bug). There are a few ME2 mods such as alternate appearances (including the inevitable 'make Miranda's armour somehow more revealing' mod).
Other than those simple cosmetic mods, I've seen nothing.
Miranda is a very rare case where "shiny tight black outfit" is the choice if you want the character to look least slutty.
I notice that "make Isabela white" remains the second most popular DA2 mod on Nexus. Sad, but unsurprising.
Ah, that would explain it. I've messed around with the coalesced.ini file in Mass Effect 2 but that's about it. Shame though, I wouldn't have minded a few more guns and armour sets (especialy more modular ones).
I liked Isabella, just not her stud.
I want a headbutt mod, end any conversation immediately and assume the most renegade outcome, which might simply be end talking at times, but also animates a headbutt. But here is the kicker, if the person is talking by radio? Just headbutt anything! Tree, teammates,council, a wall, anything.

Actually, I don't think that's true. TexMod was around before ME2, and it has since been discovered that a .ini tweak fixes Garrus' face, at the "cost" of improving textures all around.
As for why there's no ME mods:
1. Unreal Engine 3
2. BioWare haven't supported them
3. BioWare won't support them
4. What would you mod anyway?
Absolutely no aspect of the game is designed for that.
ME1 needed less guns & armour, ME2 was fine. Same with armour. And powers.
Except for the game is designed with its existing lot in mind. Even the DLC missions in ME2 push you to the limit.
I dunno, it would be pretty funny playing on Insane with your entire team with you. Carnage, but funny.
It would make more sense, impossible suicide mission and I only get one chance? Take everyone then.
