I hate side quests. If you can't be bothered to write a decent enough story to fill a game, then just hire a writer that can. Enough of these filler quests that really turn an interesting game into a grind.

There is no single player RPG because F2P is limited to multiplayer games.
Edit: Of course there might be RPGs that are free, Telepath RPG 1+2 comes to mind.

Don't know about entirely single player rpg:s but Path of Exile can be played alone and you can disable chat. Though the game is action rpg ala diablo so if that's not what you want then I have no other suggestions. The game will be free to play but for now it's in closed beta. You can get in the beta by purchasing some ingame currency that can be used for vanity items in the future.

Some good RPG maker games out there. They're all very much in the same styling for obvious reasons, but the plot, writing, combat systems and just approach to making an RPG in general varies wildy.
Alter A.I.L.A Genesis was pretty decent if I remember correctly.

Unfortunately my experience is that free to play RPGs tend to be pretty dull grindy games rather than anything interesting. One option that is not free to play but has a fair bit of free content is Sryth, which is like a cross between a gamebook and an online RPG. When it's concentrating on the former it's rather good. It operates on a subscription model, I think it is $15 a year for all content to be available. Given the rate of new content, it's probably not worth this every year, but if you've never played it then a single year's subscription will get you enough content to get your money's worth. There are also microtransactions for improving your character (the game is almost completely single-player so the pay to win aspect is not too important and almost everything is designed so that it is possible for a well-made character with no money spent can complete it).
I've been playing it on and off for about 8 years I think; it is good but not really worth a subscription every year unless you like the grindy bits, which would make you the Enemy.

So you want free2play and not actually just free? okay. Path of Exile is the one I can think of.
EDIT: And Spiral Knights.
Now, if you want real free games there are a heap of them. Start with roguelikes like Stone Soup or Tales of Maj'Eral.

I believe the first two Elder Scrolls games are/were available for free on Bethesda's website. Also Ultima 4 is free at GOG.
i too think that you indeed shouldn't be looking for free2play but for actually free RPGs.
my suggestion would be to get an SNES emulator and play stuff like The Secret Of Mana. it's technically free, and technically legal, meaning not completely, but without hazards.
