Its a Relic, but yes, I don't doubt it. But fending of a combat card, deception ritual and destruction ritual to fight another day is a good trick.

No, but I expected relics or combat cards. I actually thought that another person bought the monolith while I was convinced that you had bought the throne of skulls.

I've been 'cheated' more with the Monolith in the past. An opponent was moving on a PoP of mine, I put the Monolith in and play the event that prevents rituals above level 3. He was playing a Prince of Lies build. I assumed the Monolith couldn't be stolen since in order to steal relics one would need a deceit of 5.
Turns out that since Pilfer, Coerce and Bribe is a lvl 3 ritual at heart it just counts as that. You can still use it to steal praetors (level 4), relics (5) and legions (6) with, it doesn't matter that these only become available to you when you have more than 3 deceit. While it is technically a level 3 ritual I did (and still do) feel like it goes against the spirit of the event. The more because I e-mailed Vic about it and he explained to me that it was something he considered changing but it proved very hard to code. So anyway, now you know too. :-)
Conclusion is that the 'ban rituals above level 3' event is by and large rather crappy; and that PCB is an exceedingly useful ritual under almost any circumstances.
