Because nothing in the original story implies that Steam is the ONLY store or that it would lock you out from installing other software. It could just be a pre-packaged Windows box with a steam sticker on the side. Hence it's pure supposition.

Obviously it increases their market share to compete more directly with the consoles but absolutely nothing in that article implies creating a walled garden or a closed platform.
