Ok ignoring the stuff where you can't program to the metal like on a console. The difference here is that it is gDDR5, which is fast because it's not "proper" memory. The memory controllers on these things are nothing like the ones on PC, where all your addressing goes through special hardware to virtualise memory space. On the consoles this is basically bypassed which is why you can use gDDR5 safely in a hardware environment with only 1 application running but can't use it on a PC.
