Hobgoblins and thralls also make the list, if you want a team that is slightly crapper but also cheaper.
While we;re disallowing skills undead are out, sadly. As are rotters, although their skills are one negatrait, and one more-or-less non-factor in the match...
Yes, because decay and block are equivalent.. But Tbh, playing undead would be too detrimental.
I just realised that factoring in TRRs makes the team selection quite interesting:
- Humans - 50k per player - 50k TRRs
- Orcs - 50k per player - 60k TRRs
- Skaven - 50k per player - 60k TRRs
- Hobgoblins - 40k per player - 70k TRRs
- Thralls - 40k per player - 70k TRRs
...So the cheapo options might not turn out that much cheaper after all.
In this format, I may go with Thralls anyway**. Orcs also seem a solid pick even if they're among the most expensive - they have a glut of star player options available to them.
**(Although I am not a fan of the model so I may mod their appearance, say into human linemen... or witch elves :) )

That goblin bomber for the Orcs is a disgrace. Maybe stars are counter productive for this league.
So, what's the verdict? Anyone interested in playing in this league?
Well, we picked up 11 votes, so assuming some attrition 2 divisions of 4 seems reasonable to assume.
Linemen only rules:
Hobgoblins (Tier 2)
Thralls (Tier 2)
No star players, "merc" linemen with skills (expensive) are allowed, but no merc positionals, no TV cap or minimum... Anything seem missing?

Yeah, I'm kinda curious too. I definitely do not have time though, and am also curious if taking all the interesting players out of the game will make more or less exciting matches. I'm on the fence (tipping towards less exciting, but prove me wrong!).

I'd prefer to have a low TV cap in fact, to keep it purely tactical. Either that or only allow a player one level before you have to fire them or something. I don't know whether it'll be more or less exciting. It won't be Blood Bowl, strictly speaking, that's for sure! But it might be something else interesting.
I think chances are once you get a few skill ups the performance of a team will be pretty much totally determined by any stat ups or doubles - they're important on full teams but you can work around them, but with everyone basically having the same stats and skills they'd be pretty much critical. On the other hand a team that never develops is hardly BB in the first place, so I suspect you'll lose something either way.
Cool, just checking as Wizards can be kinda ridiculous.
I would massively prefer we allow normal advancement. A big part of the appeal of this format for me is how a team will grow to adapt without their positionals, where those precious double rolls will be spent, etc.
When your opponent doesn't have a wizard your st5 blodge player is going to walk the ball home uncontested with even the lightest support, when they do you are getting dropped, and probably fouled.
That's the fear.
