Kim Dotcom launched it under a New Zealand domain, which if all goes according to plan puts them out of reach of the more draconian copyright laws of America. Apparently, it has seen unprecedented bandwidth use and traffic for a website at launch and some users are reporting difficulty signing up for an account because of this.

Still rather concerned about the people who used old Megaupload for legitimate storage needs, though from what I've heard, the data is still being retained while negotiations are going on to decide what to do with it.
