Edited first post to clarify games to be included, reasoning if you need it is thus (but I have to admit it's largely that I can't be arsed with quibbling, things will probably even out OK!):

I'm of the mind that if the first person aspect is important enough then it should be included, many games are hybrids and they can happily crop up in several categories. If you don't think the FPS element of game is large enough then don't include it and feel free to mention that but be aware that others may not agree with you. I notice further down someone's put Jedi Knight 2: Jedi Outcast, which I wont be including in my list as I see it more as a third person action game with a FPS prologue until you get the lightsaber, but if they enjoyed the FPS bits of it enough then stick it in and get it counted!

    @ Drake

No Max Payne! Sorry! The series is bloody brilliant though and I'm sure it will do grand if anyone sees fit to do an "action" or "third person game" or "all the shooters ever" list.

    Yes, mods are grand.

No to over the shoulder though, that's still third person.

Hmm, OK time for my list. To be honest I've not played that many recent shooters (should probably get around to it!) and so my list no doubt looks rather dated and quite similar to how it would have looked years ago!

    Deus Ex
    Half Life
    Half Life 2
    Unreal Tournament 2k4
    Medal of Honor: Allied Assault
    Swat 4
    System Shock 2
    Portal
    Serious Sam
    Clive Barker's Undying

    Obviously it's,

    Call of Duty
    Call of Duty 2
    Call of Duty 3
Call of Duty 4: Modern Warfare
Call of Duty: Modern Warfare 2
Call of Duty: Modern Warfare 3
Call of Duty: World at War
    Call of Duty: Black Ops
Call of Duty: Black Ops II

In bizarre land though it might look like
    Left4Dead
    Portal
    Deus Ex
    Unreal Tournament 2k3
    Half Life
    Red Faction
    Thief

    hmmmm, let's try:

    1. Half-Life 2
    2. Portal
    3. Mirrors Edge
    4. Battlefield Bad Company 2
    5. Deus Ex: HR
    6. Serious Sam 2 (yes, I actually liked Serious Sam 2).
    7. Dark Messiah of M&M (it's First-person, and I shoot bowsss?)
    8. FarCry
    9. PainKiller
    10. Battlefield 2

    Honourable Mentions:
Unreal Tournament (1), because the game modes were great, as was the actual shooty bang.
Halo: CE, while it didn't change much in the pc space, it pretty much defined the console shooters role.
Dystopia (HL2 mod), because the gameplay was brilliant, and the levels/setting rather atmospheric
Shattered Horizon, Because holy ballllzzzz it's pretty.
Day of Defeat, because it was the first game I ever found myself immersed in
Team Fortress Classic, because fake-death, cool grenades, and turrets.
SourceForts (HL2 mod), because when it first came out building the fort you got to defend for capture the flag was really fun. Not long after the game sort of a devolved into building box's around the flag, and trying to build ramps up to the skybox.

    Also Also:
    Every other Serious Sam game
    MineCraft?
    Action Halflife.

I'm sure I've left a couple of good ones out but I had trouble thinking of ten.

    Half Life

    Half Life 2

    Deus Ex

    Deus Ex: HR

    Tribes: Ascend

    No One Lives Forever

    No One Lives Forever 2

    Spec Ops: The Line
(just remembered this is 3rd person. If it doesn't count then put The Chronicles of Riddick: Escape from Butcher Bay in its place)

    Quake

    Halo

    In no particular order:

    Doom
    Doom 2
    Wolfenstien 3d
    Rise of the Triad
    Duke Nukem 3D
    Star Wars: Dark Forces
    Team Fortress 2
    Portal
    Bioshock
    Left 4 Dead 2

Someone mentioned Vampire: The Masquerade: Bloodlines. I don't think that really counts as an FPS. I mean, you can technically go first person and shoot a gun, but it's hardly a wise idea. Most of the guns in that game suck or at least are far lacking in power when compared to abilities, most melee weapons, or even just clawing your opponent to death in most cases.

Even the game itself has more in common with third person RPGs like KoToR, Mass Effect or Dragon Age then it does any standard issue FPS.

    Metro 2033
    Unreal Tournament 2004
    Portal
Jedi Knight 2 (the shooter bits were surprisingly decent outside of lightsaber combat)
    Alien Versus Predator 2
    Bioshock
    Far Cry 2
    Red Faction
    Deus Ex
    Stalker CoP

I changed it to remove RF: Guerilla and Battlefront II because they're 3rd person games.

    Crysis
Dark Forces 2 (aka Jedi Knight 1)
    Duke Nukem 3d
    Rainbow Six 1
    Half Life
    Left 4 Dead 2
    Doom
    Call Of Duty 2
    Quake 3
    No One Lives Forever

Thief 2, Mirrors Edge, Fallout: NV, and Deus Ex would be on the list if this was just first person games, but I don't consider them "shooters."

I'm gonna restrict myself to one game per franchise, otherwise my top 10 list would be made mostly of Valve games. I'll also try to do this in order of preference... Anyway:

    Half-Life
    Portal
    Doom
    Unreal Tournament
    Team Fortress 2
No One Lives Forever 2 (yes, I prefer it to 1)
    Thief
    Call of Duty 2 (ditto)
    Left 4 Dead 2 (ditto)
    Serious Sam

More games that deserve a mention:

Aliens vs Predator '99 (brutal but very underrated)
    Return to Castle Wolfenstein
    Crysis
Medal of Honor: Allied Assault (people forget how awesome this game was/is - you could argue that it started the ww2 FPS craze, just like cod4 started the MW craze)
    FEAR
    Quake 3
    SWAT 4
    Bioshock

    Quake 3
    Counter-Strike
    Battlefield 1942
    Serious Sam
    S.T.A.L.K.E.R.: SoC

    The others:
    SiN
    Planetside
    Medal of Honor: Allied Assualt
    Shadow Warrior
    Halo
    Bioshock
    Team Fortress 2
    Crysis

I have nothing but fond memories of countless hours of Quake 3 CTF, Battlefield 1942, and Counter-Strike. No idea how I fit those into the time between thousands of hours of Everquest.

Hooray, someone else who prefers AvP 2 to AvP. This would be in my honourable mentions as while the Marine campaign was absolutely brilliant and the Alien campaign fairly good fun (particularly the early vulnerable stages) the Predator section was just a bit by numbers.

Other honourable mentions for me would be Call of Duty: Modern Warfare, Unreal Tournament, Halo (went downhill in the final third unfortunately), Metro, Ghost Recon and Bioshock.

    3. Rainbow Six: Raven Shield
    4. Far Cry
    5. Half Life 2
    6. Crysis
    7. Stalker: SOC

Can I vote for Far Cry twice because noone else will nominate it? No? Okay then.

    10. System Shock 2

Games wot were agonised over: SWAT 3/4, Deus Ex, UT2k3/4, Dark Forces 2, NOLF, Crysis, Descent.

I like AvP 2 quite a bit, I even think it may be a better game overall... But lets be honest, it's nowhere near as tense or scary as the original, which IMO is probably the scariest game ever made (big part of that is the archaic presentation and the unforgiving AI and save system).
