Flight sims are first person and involve shooting! Pokemon Snap is also an FPS.
To me, the "top 25 of all time" style list requires that I give the nod to the games that paved the way for the current crop. I found that my list became very nostalgic even though graphics and gameplay these days tends to be much better. I'm well aware that it can be interpreted various ways but the more recent stuff just hasn't hooked me like the old games did. I can't tell if that's because of my tastes changing or the games just feel like more of the same regardless of innovation.

In case any of these are rejected, the list would continue Portal, Deus Ex, Enclave, Borderlands, Deus Ex 2, Arx Fatalis. I have omitted games that are first person and also involve things being shot but I refuse to accept as even possibly FPS games: Might and Magic 6-8, Morrowind, Legend of Grimrock, and so on. Also Deus Ex 3, because I rarely shoot in first person view.

Oh yeah, I always get mixed up with melee combat games, it's hard to remember their perspective. Once I had to load up Mount & Blade during a forum discussion to work out what perspective they are.

How would Mechwarrior not be a FPS?
You're in first person view, and you shoot things. It's closer to the orthodox definition FPS than Portal or Mirror's Edge.

I don't think the definition really matters too much. It's a community list, so me considering Portal a good FPS for example is one vote for Portal being a good FPS. If someone doesn't agree with that, then their list will reflect that and in the end the final tally will be indicative of the RPS' overall view. I don't think we have to agree on a definition any more than we have to agree whether a game is good or not.
