To get Ancient Blue Water in Atelier Ryza 2, make your way to the Dragonbone Valley, specifically to the Dragonbone Valley Edge area. In this area you'll see shark fins swimming around. Look for the light blue and yellow ones, these are Grand Tusks. Grand Tusks have a chance to drop Ancient Blue Water when you defeat them, so this is a good way to farm it.
